📋 Article outline
On the key visual of the CD Restop Strategic Cooperation Signing Ceremony of 9 September 2026, four logos stand side by side: CD Restop, SPT Group, Coro Energy and DTH Holdings — the four strategic signatories that will sign strategic cooperation agreements at Ky Hoa Ben Thanh Hotel, Ho Chi Minh City. Among them, SPT Group (Saigon Postel Corporation – Saigon Post and Telecommunication Services Joint Stock Company) is the one most directly tied to CD Restop: the owner of the Scharge charging-station brand that CD Restop is distributing and deploying. This article introduces SPT strictly according to what has been made public.
Who is SPT Group (Saigon Postel)
Its full legal name is Saigon Post and Telecommunication Services Joint Stock Company, with the registered English name Saigon Postel Corp., abbreviated SPT; tax code 0300849034; head office at 10 Co Giang Street, Cau Ong Lanh Ward, Ho Chi Minh City; principal line of business: wired telecommunications activities. «SPT Group» is the customary name used in articles on the Scharge partnership; under its business registration, SPT is a joint stock company.
According to its official website, SPT was established on 27 December 1995 with an initial charter capital of VND 50 billion, and describes itself as «the first joint stock company operating in the Post and Telecommunications sector in Vietnam», the second licensed network operator on the market. Public sources record the same point: before SPT, Vietnam's telecommunications sector had only VNPT.
The official website names Ms Nguyễn Cẩm Phương as Chairwoman of the Board and Mr Võ Văn Ninh as General Director — who is also the legal representative under the business registration. SPT reports around 1,400 staff, three branches in Hanoi, Da Nang and Can Tho, and six affiliated centers.
Thirty years of infrastructure
The development history on spt.vn is a chain of «firsts» in Vietnamese telecommunications of the reform era: 1996 the Saigon Post postal service; 1997 SaigonNet, one of Vietnam's first four ISPs; 2001 VoIP long-distance telephony with the 177 prefix; 2002 a fixed-line telephone network; 2003 S-Fone — Vietnam's first CDMA mobile network, in partnership with SK Telecom; 2007 participation in the AAG submarine fibre-optic cable.
Today SPT operates in five service groups: voice, data – Internet, postal, transmission and other services — construction works, telecommunications equipment and information services (spt.vn). The VietQ newspaper (13 June 2026) describes the company as having «a foundation of telecommunications infrastructure, digital services and a nationwide customer network».
Digital products and digital transformation
SPT's digital products are tied to the SPT Technology and Digital Services Center (SST), one of its six affiliated centers. On 14 July 2026, SPT announced the STRACE traceability platform developed by SST — traceability codes under the GS1 standard, integrated with the National Traceability Portal pursuant to Decree 37/2026/ND-CP. Earlier, on 12 June 2026, SPT signed a strategic cooperation agreement with Naiscorp Robotics on AI robotics and smart devices for digital transformation.
According to the SPT website, in February 2026 the company introduced the «Vi Cong Dong» (For the Community) digital platform of the Vietnam Fatherland Front Committee of Ho Chi Minh City — a social-welfare information portal and application. VietQ notes that SPT «is supporting the Vietnam Fatherland Front Committee of Ho Chi Minh City in its digital transformation». That is the basis for the description used in the articles on the signing ceremony: a digital-transformation enterprise working alongside Ho Chi Minh City.
Scharge — SPT's charging-station brand
For CD Restop, SPT is first and foremost the owner of the Scharge electric-vehicle charging-station brand. According to the article published on 29 July 2026, the two parties cooperate to develop, distribute and deploy Scharge charging stations nationwide: SPT is the brand owner and product supplier, while CD Restop is the distributor and deployment unit, covering installation, charging-management software and after-sales service.
The Scharge range published on cdrestop.com/en/scharge runs from AC chargers of 7–14 kW to DC fast chargers of 80 kW, 160 kW and a 200–400 kW band, on a 1,000 V DC platform with CCS/GB/T/CHAdeMO connectors and IP54 protection. The charging-management software and operations application — station finder, QR/card/in-app payment, remote updates — are developed and operated by SPT; according to the article of 6 September 2026, SST is the unit in charge of the Scharge and STRACE digital products.
Role in the cooperation with CD Restop
On the event page, SPT's role is stated as «Technology and operations partner — developing the SCHARGE electric-vehicle charging station system together with the operations application platform». The other three parties hold three other roles: Coro Energy — clean-energy infrastructure investor; DTH Holdings — energy and technology investor, covering power infrastructure together with energy management and operations platforms (EMS/OMS); CD Restop — operator of the Scharge smart rest-stop and charging-station system.
According to the article of 4 August 2026, within the CD Restop – Scharge – SPT alliance, SPT contributes its site portfolio, telecommunications infrastructure and data-connectivity capacity to a network that runs from a pilot station cluster in Ho Chi Minh City out to the provinces — a network that the pre-ceremony announcement says is aimed at more than 34 provinces and cities. The article of 27 August 2026 sets out the advantage of this structure: SPT both owns the Scharge brand and is a telecommunications enterprise providing the transmission lines — charging stations, software and data connectivity under a single point of responsibility. CD Restop's office at 54 Ho Thi Tu Street, Tang Nhon Phu Ward — an SPT branch — is where the Scharge showroom is located.
The three signing chapters of 9 September — the Scharge Platform, the Network, the Digital City — follow that same axis: from SPT's commitment to digital transformation alongside the City, down to each rest stop, and back to the City's digital platforms. The full list of signatories and the content of each document will be announced at the ceremony.
