Ten parties put pen to paper on 09.9: who signed which document, and what each brings to a rest stop

On the afternoon of 09/09/2026, we sat down at the signing table with nine partners: four documents, ten parties putting pen to paper. This article says in detail what each party brings to a rest stop, across the three chapters of the Scharge Platform, the Network and the Digital City, with a table of who signed which document.

On the afternoon of 09/09/2026, we sat down at the signing table with nine partners. Four documents, ten parties putting pen to paper.

The news report that day recorded what happened. In this article we want to say more about one thing: what each party brings to a rest stop. Because a rest stop is not built with one document. It is built with ten pieces of work that fit into each other.

The three chapters of the ceremony are three layers of the same infrastructure. The operating platform. The network on the ground. And the data loop that comes back to the city.

Chapter I — The Scharge Platform

This is the framework document, and the only one of the four in the form of a strategic cooperation agreement. Four parties signed. Each has a role that does not overlap with the others.

  • Tập đoàn SPT — Công ty Cổ phần Dịch vụ Bưu chính Viễn thông Sài Gòn, a digital transformation enterprise accompanying Ho Chi Minh City. It leads the Scharge Project, owns and operates the Scharge Platform, which includes the user app, charging session management and payment. Representative at the ceremony: Mr Võ Văn Ninh, General Director.
  • CD Restop — we develop and operate the social-welfare rest stop system on the ground: land bank, construction, on-site services and the Social Welfare scheme. Our representatives at the ceremony: Ms Annie Nguyễn, Chair of the Board of Directors, and Mr Nguyễn Ngọc Hải, General Director.
  • DTH Holdings — Công ty TNHH DTH Holdings, a project developer for solar power, energy storage and electric vehicle charging infrastructure; it leads the investment model, energy management and the organisation of network operations. Representative at the ceremony: Mr Đậu Trọng Hiển, Chairman of the Board of Directors.
  • Coro Energy — Công ty TNHH Coro Renewables Việt Nam, a member of Coro Energy plc, listed on AIM, London. An existing joint venture partner of DTH Holdings, it has been developing solar power and energy storage systems with them, and takes part in investment within the scope of each project. Representative at the ceremony: Mr Nguyễn Đình Cương, Chairman and Chief Executive Officer.

In short: SPT takes the digital platform, DTH Holdings and Coro Energy take the power side, we take the ground. These four roles are kept apart from the very first document, so that later no one has to guess whose job is whose.

Chapter II, Signing 2 — Chargers and power infrastructure

Memorandum of understanding on investment cooperation in chargers and low-voltage infrastructure between Tập đoàn SPT and XECO — Công ty Cổ phần XECO One Energy. We were there as a witnessing party. XECO representatives at the ceremony: Mr Châu San Phàm, General Director of XECO Vietnam, and Mr Vương Quân Trường, Chief Technology Officer.

We want to be precise about the scope, because this is the place that is easily read as more than it is. XECO is one of the charging equipment suppliers considered for participation according to the needs of each project. The choice of supplier, the scope of supply and the volume of work will be considered separately for each project by DTH Holdings together with Tập đoàn SPT and the other parties, on the basis of technical requirements, investment efficiency and commercial conditions. The app, the charging services and charging session management remain with the Scharge Platform of Tập đoàn SPT.

Chapter II, Signing 3 — The four partners who make each stop

If Chapter I builds the frame, this is where a rest stop takes shape. We signed a Memorandum of understanding on accompanying the development of social-welfare rest stops with four partners. Each one has its own piece of work:

  • Công ty TNHH Nông Lâm Phú Châu — site surveys, standardised design following the four-tier stop standard, and construction supervision. Representative at the ceremony: Mr Lý Trung Kiên, General Director.
  • Chao Holding — Công ty TNHH Tư vấn Chao Toàn Cầu, representing the investor group An Nam Innovation Growth Fund. It connects land bank and invests in the food chain, the food court and the lodging component at the stops. Representative at the ceremony: Mr Nguyễn Tuấn Thành, General Director.
  • DBMC — Công ty Cổ phần Đầu tư Quảng cáo Deep Blue. It invests in, installs and operates the digital out-of-home advertising screens and the digital neighbourhood bulletin boards at the rest stops. Representative at the ceremony: Mr Đinh Tiến Dũng, Chairman of the Board of Directors and General Director.
  • Giang Sơn Việt — Công ty Cổ phần Truyền thông Giải trí Giang Sơn Việt. Communications for the scheme, community social-welfare events and sponsorship mobilisation. Representative at the ceremony: Mr Nguyễn Hoàng Quốc Huy, General Director.

On the same day, we signed four more bilateral memoranda of understanding, one with each partner, so that each party's work is written down in its own document instead of sitting together in one.

Chapter III, Signing 4 — Closing the data loop

Memorandum of understanding on cooperation in developing digital transformation platforms between Tập đoàn SPT and Smartsys — Công ty TNHH Hệ Thống Thông Minh, a member of DTH Holdings. We witnessed it. Representative at the ceremony: Mr Giáp Thiện Phúc, Director.

The content is digital transformation platforms for smart industrial parks, energy saving and the operating data of the rest stop network. This is the signing that was spoken of least of the four, but it is the one that closes the circle: data goes from the city out to the rest stops, then from the rest stops back to the city.

Support and organisation

Besides the ten signing parties, the ceremony had three sponsors: Diamond Sponsor Coro Energy, Gold Sponsor XECO and Silver Sponsor Amigo Entertainment. Giang Sơn Việt was the event organiser and press coordinator.

We will announce the implementation roadmap and the detailed figures for each phase as the work progresses. The parties do not disclose the financial figures of each agreement; the specific commercial content is set out in the detailed agreements signed after the ceremony.

We know that a signature has not yet changed anything out on the road. What changes is somewhere else: when a long-haul driver pulls over at two in the morning, there is a light on, a clean toilet, a place to lie down and someone on duty. The ten pieces of work in this article exist to make exactly that place.
