Ho Chi Minh City, 7 September 2026 — CD Restop Social Infrastructure Investment Joint Stock Company respectfully invites news organisations to attend and report on the CD Restop Strategic Partnership Signing Ceremony, held from 16:00 to 20:30 on Wednesday 9 September 2026 at Central Palace (Ky Hoa Ben Thanh Hotel), 39 – 39A Nguyen Trung Truc Street, Ben Thanh Ward, Ho Chi Minh City.

Three recent legal changes are reshaping Vietnam's roadside rest stops at the same time: the 2024 Road Law makes electric charging systems a mandatory component of every rest stop; the 2024 Law on Road Traffic Order and Safety caps continuous driving time for commercial drivers at 4 hours — which means every long shift must include a stop; and Directive 20/CT-TTg accelerates the roadmap for restricting petrol and diesel vehicles in major cities.
Those three rules raise the same practical question: where will workers on the move — long-haul drivers, ride-hailing drivers, delivery riders, factory workers — stop, charge, eat and rest? This is precisely the work that CD Restop, a company whose legal name reads “Social Infrastructure Investment”, has chosen as its own, and it is the angle the organising committee proposes to news organisations following green transport infrastructure and worker welfare.
The signing ceremony on 9 September marks the moment the programme moves from a cooperation framework to formal commitment: CD Restop, together with SPT Group (Saigon Postel) — the digital transformation enterprise accompanying Ho Chi Minh City — and its partners will sign a series of documents to develop the Scharge system of smart rest stops and charging stations, working towards a network across more than 34 provinces and cities. The documents are arranged in three chapters — The Scharge Platform, The Network and The Digital City — which set out three layers of a single story: from the commitment to digital transformation alongside the City, to each rest stop along the journey, and back to the City's digital transformation platforms. The full list of signatories and the content of each document will be announced at the ceremony.

Working schedule for the press

The organising committee provides fixed working positions facing the stage for three key moments: a wide shot of the hall with the backdrop and the logos of the parties; close-ups of the signing; and the group photograph of all signatories. The display area opens at 16:00 with a sample Scharge charger and a scale panel of a rest stop, available for equipment footage and sideline interviews.
