TDP Media is a public digital media and utility platform established at grassroots administrative units — residential groups (tổ dân phố). It is a multi-purpose physical–digital infrastructure that bridges digital government and digital society, advancing the smart-city model from the grassroots up.
DBMC's role
DBMC — Deep Blue Advertising Investment JSC is the commercial operator of TDP Media under an authorization from the 1001 Time consortium, running a transparent revenue-share (CPS) model.
The strategic triangle
- Technology & Infrastructure partners (VNPT, VNPost): connectivity, management software, cybersecurity and installation locations for the digital boards.
- Investment & Coordination (1001 Time consortium): financial resources, legal capacity and nationwide field operations.
- Financial & Commercial partners: advertising partners, sponsors and priority financial / digital-banking services for the ecosystem.

- Official communication channel — cultural, policy and community information down to each residential group.
- Full socialization — invested and operated entirely from corporate capital, using no state budget.
- Essential digital infrastructure — a last touchpoint for e-identity (Project 06), financial inclusion and online public services.
- Regenerative-economy mechanism — AI technology and a sustainable, self-financing operating model.
The project aligns with the national digital-transformation agenda (Resolution 57-NQ/TW, Resolution 03/NQ-CP, Project 06 and Decision 149/QĐ-TTg on financial inclusion), helping close the digital gap between urban and rural areas.
